Public Administration deals with the making and managing public policy. This course would enable the students to gain knowledge of the national and international public policy in general and provide them with insights into theoretical, practical and analytical aspects of it along with the skills that are needed for analysing the issues that are seen arising in public policy making every day.The students studying Public Administration would come to understand the various tactics, techniques and analytical proceduresin public policy making for tackling the multifaceted, mutually dependent and multi-disciplinaryfeaturesof policy problems in thepresent day and make them capable of becoming efficient public administrators.The course in Public administration generally consists of the following subjects and modules: The basics of Public Policy that explores the meaning and the concept of public policy, public policy typology, the subject matters of public policy, methods of the study of policy-making process, the nature and scope of public policy and purposes of the study of the public policy.
The next subject is Theories of Policy Making that discuss the different types of theories in policy making such as Political System Theory, Group Theory, Elite Theory and Intuitional Theory. These theories are important to understand the basis of the subject.
The third subject is generally Agenda Setting and Policy Life Cycles. This subject is explored through various modules such as Social construction of problems, Role of power in defining or defying problems, Role of ideas, individuals and think tanks in identifying policy issues, Rationale of Agenda Setting, Role of state and non-state actors in policy making, Factors influencing policy making process and also Policy Life Cycle which investigates the process undergone by policies from their formation to their end.
Models of Decision Making are the next subject that includes the study of Key theories associated with decision making, including rational choice theory, incrementalism, Mixed-Scanning as well as Public Opinion Theory.
The subject known as the Implementation of Public Policy explores the different approaches to policy implementation such as Top Down, Bottom up as well as the Synthesis of both top down and bottom up and Policy Action Model. This module is studied along with the topic: Requirements of effective implementation.
Another subject called Monitoring and Evaluation of Public Policy includes the modules such as Monitoring and Evaluation Concepts, the different Criteria for Evaluation, similarly the various Techniques of Evaluation, while exploring the Problems in evaluation and Policy impacts that occurs due to the change or continuity of policy.
This explores the concept of policy transfer and lesson drawing in policy making and studies the different Forms of Policy Transfer, Agents of Policy Transfer as well as the Barriers to Policy Transfer.
The last subject studied in this course is A Case Study on any Policy Issue in a particular country, where the focus is on Policy issue concepts and Institutional structure. The various challenges related to the policy in relation with the current policy are discussed and the way forward is determined.
